It relates to rules and regulations. Many convenience stores in California, and this isn't unique to the state, cannot obtain spirits licenses, but they can have malt licenses. For example, 7-Eleven has about 1,500 locations across California. Approximately 95% sell beer, while only about 10% sell spirits. From a market standpoint, spirit wholesalers face challenges in states where it's difficult for convenience stores to get spirit licenses.
