Why do you say that if you're 3M with a shipment from Chicago, you would always put it out for bid?

Let me expand on that. What we observe with many shippers is that each one operates a bit differently. Some follow a strict schedule, while others do not. Typically, shippers hold an annual bid where they present their lanes and historical volume. For example, they might manufacture out of a facility and know they need to send 30 shipments a week or a couple of hundred a year from one point to another. They ask for a rate and inquire about how many shipments you can handle. Your sales representatives are tasked with acquiring these lane lists for bidding. Then, a pricing group evaluates your network costs, driver availability, and the value of each lane. For instance, if we have an operating center in Atlanta, it makes sense for us to focus there. However, a company based in Charlotte, North Carolina, would prioritize lanes to or from Charlotte. Each trucking company bids differently on lanes.
