Why doesn't 4imprint want to work with small customers and small orders?

When you print a small order, managing it is very costly. It costs a lot compared to a large order. The smaller the order, the more complicated and expensive it is to manage. For example, if you look at 4imprint, the average order is $500 to $600. I don't have the exact number for Cimpress, but I bet it's much less than that. Take T-shirts as an example. If I'm printing 100 T-shirts, it takes 15 to 20 minutes to print and five minutes to set up the machine for one color. If you want to print three, four, or five colors, it takes much longer. The time spent preparing the order is very expensive. Now, imagine printing only 50 or 20 T-shirts like Cimpress can do. The cost of the order becomes very high.
