Do you think Centene overdid decentralization under Michael Neidorff?
There were instances where the economy of scale from centralization was beneficial. However, there were times when we were so decentralized that we duplicated efforts across states, requiring more personnel. Yes, we overdid decentralization, which cost us money. We couldn't utilize staff efficiently. For example, we had teams of medical directors or nurses handling prior authorizations, but we couldn't cross-train them because each state operated independently. This was a disadvantage for us.
