They do have access to the machinery, unlike others. But why can't they make it work?
The reason they cannot make it work is because it's essentially research and development. This is leading-edge technology. When you're talking about the 2-nanometer process, this has never been done before. So, when TSMC is working with its next customer on the 2-nanometer process, developing the capacity to make it work is an extensive, years-long process that requires a lot of time and talent.
