So what does the hospital get in return for putting their instruments in the bins?

The collections process is essentially participating in a sustainability program. It reduces medical waste and the costs associated with it, as hospitals currently have to pay for that. The fact that they are now part of a sustainability program means the instrumentation, in their mind, is recycled. They don't often use the term "remanufactured," which is typically used on the purchasing side, as opposed to the collection side. Many hospitals have new initiatives focused on sustainability and reducing their environmental impact. That's the main benefit they see. More hospitals will likely participate in the collections process than in the purchasing process of remanufactured instruments.
